
On Monday 19 May 2025, the Luxembourg Bankers' Association (ABBL) announced that the planned introduction of a new universal payment slip ("titre universal de paiement" - TUP) has been postponed until Wednesday 1 October 2025 due to technical reasons.
In March 2025, the ABBL reported that a new TUP format would be introduced from Monday 2 June 2025. According to the ABBL, the aim of developing new payment slips is to facilitate processing and enhance the security of transfers by structuring the payment data more effectively.
While almost all monetary transfers are now made using cards, direct debits or credit (primarily initiated via digital channels such as online banking), in Luxembourg, about 1.2 million transfers are still initiated each year via TUPs. The ABBL said these are still used because they are straightforward (e.g. certain data is often pre-filled) or by individuals who are less familiar with online banking services.
The ABBL has clarified that between Monday 2 June 2025 and Tuesday 31 March 2026, the old format of TUP can still be used in parallel with the new format. However, ABBL member banks will stop supporting the current shorter version of the TUP instruction after Wednesday 1 October 2025. From Wednesday 1 April 2026, banks will only accept the new TUPs.
To facilitate the processing of transfers via TUPs, ABBL member banks and payment service providers (PSPs), supported by Victor Buck Services, have worked to adapt the TUP slip. The ABBL noted that the information it contains will now be better structured, allowing for more efficient and secure processing.
