On Tuesday 31 March 2026, the Luxembourg State, represented by the Minister of the Economy, SMEs, Energy and Tourism, Lex Delles, and the Minister of Finance, Gilles Roth, announced the signing of an agreement with the Belgian WDP Group to finalise a share swap, marking a new stage in their cooperation initiated in 2016.
Under this agreement, WDP becomes the sole owner of WDP Luxembourg SA, while the Luxembourg State acquires the SISA Foetz SA site, located in the Foetz business park near the Technoport.
Created in 2016, the WDP Luxembourg SA joint venture resulted from a strategic partnership between the Luxembourg State (45%) and WDP (55%), with the initial mission of developing approximately 100,000 m² of logistics space at the Eurohub South site in Bettembourg/Dudelange - and with the aim of strengthening Luxembourg's position as a multimodal and intercontinental logistics platform.
This public-private partnership, initiated in 2009, has enabled the financing, construction and marketing of nearly 140,000 m² of modern logistics warehouses at the Eurohub South site, compliant with European standards for energy efficiency and sustainability. This complex comprises four warehouses totaling 122,500 m², as well as 25,000 m² of mezzanines, offices and technical units. Subsequently, a fifth warehouse of 17,000 m² was developed at the Eurohub Centre site in Contern.
Following the successful implementation of the Eurohub logistics platform, the WDP Group continued its growth strategy by acquiring SISA Foetz SA in 2025. Located on land adjacent to the Technoport incubator in Foetz, SISA Foetz SA owns three buildings with a total surface area of 17,000 m² and approximately 4 hectares of land.
With the initial mission of WDP Luxembourg SA now completed, the parties have implemented a structured share exchange transaction. The Luxembourg State has sold its 45% stake in the joint venture in exchange for full ownership of the SISA Foetz site.
According to Luxembourg's Ministry of the Economy and Ministry of Finance, the medium-term goal is to develop a dedicated offering on the site to support and foster the growth of industrial small and medium-sized enterprises (SMEs), scale-ups and deep tech companies, leveraging its proximity to the Technoport and maximising synergies. The ministries added that the acquisition allows the State to strengthen its land reserves while consolidating innovation infrastructure in southern Luxembourg.
For WDP, the transaction forms part of a strategy to simplify the group's structure and further develop its logistics activities in Luxembourg.
Following the signing, Minister Delles stated: "With the acquisition of the SISA Foetz site, our ambition is to strengthen support for industrial SMEs, scale-ups and deep tech companies through key infrastructure. Closely linked to the Technoport, this site is destined to become a new engine of growth and innovation for the Luxembourg economy. I therefore welcome this transaction, which is a continuation of the cooperation initiated in 2016 between the government and WDP. The success of the Eurohub project demonstrates the relevance of the public-private partnership model for developing strategic infrastructure."
Minister Roth added: "This operation illustrates our ability to strategically use public-private partnerships to support the country’s economic development. By strengthening our land reserve in a key logistics zone, we are creating the conditions to attract new investments, support business growth and consolidate Luxembourg’s long-term attractiveness."
