On Friday 28 November 2025, Luxembourg’s Ministry of Mobility and Public Works announced that, following approval by the Council of Government, insurers will be permitted from 1 January 2026 to issue the motor insurance certificate (“green card”) in electronic format in addition to the traditional paper version.

The reform will also allow competent authorities to accept dematerialised certificates from both national and foreign motorists. The ministry added that this decision brings Luxembourg in line with international standards and ensures interoperability for cross-border traffic.

“The digitalisation of the green card is fully in line with the government’s strategy for developing and strengthening digitalisation in public services, with the aim of simplifying and modernising procedures focused on the needs and expectations of the population. It is a decision that clearly makes motorists’ daily lives easier,” emphasised Luxembourg’s Minister for Mobility and Public Works, Yuriko Backes.

The ministry recalled that any vehicle circulating or parked on public roads must be covered by motor third-party liability insurance (RCA) and that the motor insurance certificate remains a mandatory on-board document which must be presented to the competent authorities, for example during a police check.
